An administrator checks this to confirm the operational floor the switch is actually enforcing for ABR (Available Bit Rate)'s guaranteed throughput, distinct from the interface's overall available bandwidth. For example, an engineer compares cwspLoadMinGurCrAbr against the sum of currently admitted ABR calls' minimum cell rates to verify the interface has not over-committed guaranteed ABR capacity.
