An administrator watches this to detect when even the higher-priority cells of UBR (Unspecified Bit Rate) traffic are being dropped, which usually indicates the interface is significantly oversubscribed or congested for that class. For example, cwspLoadClr0Ubr moving away from -1/N-A to a non-zero loss value on a UBR (Unspecified Bit Rate) trunk is a strong signal that the interface can no longer sustain its currently admitted UBR load without dropping cells.
