It lets an admin see how many inbound call failures were caused by the peer or downstream signaling failing to respond within the expected time, rather than an explicit rejection. For example, a rising cwspInTimerFailures count alongside high cwspTimerExpiries would point to slow or unresponsive upstream signaling as the root cause of failed incoming calls.
