It gives an admin a single aggregate figure for inbound call-establishment failures, which can then be broken down using the more specific filter/route/resource/timer failure counters. For example, an admin seeing cwspInCallFailures rise would check cwspInFilterFailures, cwspInRouteFailures, cwspInResrcFailures, and cwspInTimerFailures to identify the specific cause.
