An administrator tunes this to control how much jitter in cell arrival timing the switch's traffic policing will tolerate for non-real-time VBR connections before treating cells as non-conforming. For example, raising cwspDefaultCdvtNrtVbr gives non-real-time VBR calls more slack against bursty arrival timing at setup, reducing the risk that legitimate non-real-time VBR cells get tagged as violating traffic contracts.
