An administrator uses this to know the maximum interval this call's forward RM-cell feedback loop can go without a rate-management cell, which bounds how stale the network's view of that call's demand can become. For example, a call with a tight cwspAbrCallFwdTrm bound forces RM-cell feedback frequently enough that the switch's congestion signaling stays current even if the source is sending sparsely.
