An administrator monitors this to track the PNNI hello-protocol progression of a link toward full adjacency, since a link stuck outside the 2-Way Inside state cannot properly participate in the routing topology. For example, seeing ciscoWANPnniLinkStatus report value 4 (exit the 2-Way Outside state) for a link between two switches signals to an operator that PNNI adjacency on that link has degraded and topology exchange may be affected.
