This read-only counter reports the number of seconds this SONET path was unavailable during the previous completed 24-hour interval. It lets an admin see how much downtime occurred yesterday on this circuit as a fixed historical value, separate from the still-running current-day tally. For instance, an SLA report generated each morning would pull this previous-interval UAS value to document the prior day's outage duration.
