This read-create RowStatus object manages creation, modification, and deletion of a profile row, with the rule that once a row is active its objects cannot be modified, and all required objects must have valid values before the row can become active. An administrator uses it to control the lifecycle of an APN profile entry. For example, an engineer provisioning a new profile would set all the address, APN, and rate objects first, then set this object to active to bring the profile into effect.
