An administrator uses this to detect that the far end of a connection is regularly exceeding its own CIR and marking traffic accordingly, information that arrives back to this switch via the transmitted frames. For example, a rising xmtFramesTaggedDE count on a connection would indicate the remote ingress point is increasingly exceeding its committed rate and DE-tagging the resulting excess traffic.
