An administrator uses this to see how much traffic continued to be sent out even while the port's link management interface was reporting an alarm condition, which can help explain unexpected traffic during a known outage window. For example, a nonzero xmtFramesDuringLMIAlarm count during a documented LMI alarm event would show that some frames were still transmitted despite the port being in alarm.
