This counter counts the number of CLLM frames the port has transmitted to signal congestion status to the far end. An administrator can use it to confirm the local switch is actively participating in CLLM-based congestion management rather than silently dropping traffic without notifying peers. For example, during a period of local congestion, an engineer would expect this counter to increase as the switch sends out more CLLM updates.
