An administrator watches this as the top-level ingress-drop indicator before drilling into the more specific counters like rcvFramesDiscXceedQDepth to find the actual cause. For example, a spike in rcvFramesDiscard with a corresponding spike in rcvFramesDiscXceedQDepth would point to ingress queue overflow as the specific cause of the increased discards.
