An administrator uses this local-delay ceiling, distinct from the network-wide ceiling in parSysParmsMaxCdpHsdDelay, to isolate this node's contribution to delay for CDP-to-CDP high-speed data traffic. For example, this separation helps the operator determine whether a high-speed CDP data connection's delay problems are local to this node or accumulated elsewhere in the network.
