An administrator uses this as the delay ceiling specifically for voice traffic traveling between CDP endpoints across the network, distinct from the general voice delay ceiling in parSysParmsMaxVDelay. For example, this being a separate, CDP-specific network delay budget lets the operator apply different delay tolerances to CDP-originated voice traffic than to ordinary voice connections.
