An administrator uses this to cap retry attempts specifically for terrestrial-only paths, which are expected to have more predictable, lower delay than satellite paths. For example, once this retry count is exhausted for a terrestrial-reachable node, the network handler gives up on that particular message rather than retrying indefinitely.
