An administrator sets this lower than parNetParmHighTxRate to avoid overwhelming these older, lower-capacity platforms with control-plane signaling traffic. For example, sending control-plane cells to an IPX node at the same high rate used for BPX nodes could overrun the older platform's processing capacity, which is why a separate, lower rate is configured for it.
