An administrator caps this to limit how much pass-through traffic load the node will carry for other nodes' connections, protecting the node's own resources for its directly-attached traffic. For example, a heavily used transit node in the core of the network might need a much higher parCmParmMaxViaCons setting than an edge node that mostly originates and terminates its own connections.
