An administrator sets MCR to guarantee a floor throughput for the connection even under sustained congestion feedback that would otherwise drive the rate lower. For example, setting frstdABRMCR to 10,000 cps guarantees that connection at least that much throughput regardless of how much the ABR algorithm otherwise reduces the source's rate under congestion.
