What is frConnPercentUtil?

This read-write integer (0..100) is the expected long-term utilization of the channel by this connection's local end-point, defaulting to 100 percent if not specified during connection setup; it is not supported on FRSM12. An administrator or the PXM's admission-control logic uses this value to estimate how much of the channel's capacity this endpoint is expected to consume over time, which factors into bandwidth planning. For example, a connection expected to run at only half its provisioned rate on average could have frConnPercentUtil set to 50 instead of the default 100 to reflect that lighter expected load.
