This read-write integer is the connection's Peak Cell Rate, which is derived from the pir object if not explicitly provided during connection setup; on FRSM12 the default is 1.44 times the configured CIR. An administrator can override frConnPCR directly, but otherwise it inherits its value automatically from the rate-control parameters already configured for the connection. For example, on an FRSM12 connection with a CIR of 1,000,000 bps left unset, frConnPCR would default to 1,440,000, i.e., 1.44 times the CIR, rather than being derived from pir as on other cards.
