What is frChanCnfIgnoreIncomingDE?

This read-write enumeration (enable(1), disable(2)), added for the FRSM12 card, controls whether incoming frames arriving with the DE (Discard Eligible) bit already set to 1 are counted against the Bc (committed burst) bucket instead of the Be (excess burst) bucket; it does not apply to MGX Release 1.x. An administrator enables this to change how pre-marked DE traffic is accounted against the connection's burst buckets, effectively treating it as committed-bucket consumption rather than excess-bucket consumption. For example, enabling frChanCnfIgnoreIncomingDE on an FRSM12 channel would cause an already-DE-tagged incoming frame to draw down the Bc bucket rather than the Be bucket, changing when subsequent traffic starts getting marked or dropped.
