This read-write value sets the administrative status of the channel, allowing an administrator to explicitly bring it up or take it down independent of its actual operational/alarm state, and it is not applicable to MGX Release 1.x. An administrator sets this to down(2) to intentionally disable a channel for planned maintenance without altering its underlying configuration, then sets it back to up(1) to restore service. This gives a clean administrative on/off control distinct from cesChanRowStatus's add/delete/modify/outOfService lifecycle management.
