What is bbChanGcra2Action?

This read-write setting determines the enforcement action for cells that violate the second leaky-bucket, GCRA2 or SCR, policing rule on this channel, using the same tagging and discarding options as bbChanGcra1Action. Since GCRA2 governs the sustained-rate contract rather than the peak-rate one, this setting controls how strictly average-rate violations are handled, typically more leniently than peak violations. A VBR connection might use tagCells(2) for GCRA2 so sustained-rate violators are marked lower priority rather than outright discarded, while still discarding hard PCR violations via GCRA1.
