What is cvVoIPCallHistoryGapFillWithSilence?

This AbsoluteCounter32, in milliseconds, measures how much of the call's audio was replaced with silence because voice data did not arrive on time or was lost from the voice gateway, and the counter locks at its maximum value after roughly two days. It is a direct quality-degradation indicator: any nonzero value here means the listener heard dead air instead of real audio for that duration. For example, a call showing several hundred milliseconds of silence gap-fill alongside packet loss would confirm to the admin that network loss, not a codec issue, caused the audible gaps.
