An admin watches this as a live measure of call throughput, useful for spotting unusual spikes in call volume, such as those from a denial-of-service style attack or a marketing campaign driving call traffic. For example, an admin noticing this rate spike far above normal levels might investigate whether the gateway is being targeted by a call-flooding attack.
