An admin cares because setting this to 0 on a redundant link configuration would undermine the intended failover behavior by resetting too aggressively. For example, an operator running a fault-tolerant session pair would avoid setting this to 0 and instead configure a nonzero wait so the transfer state has time to resolve normally.
