An administrator uses this to understand where in the org structure this discovered host's record is scoped. For example, when an administrator is checking which ESXi host, discovered via vCenter integration, a given service profile is actually running on, this level would tell the admin whether this host's VM-FEX record is scoped domain-wide or to a specific sub-organization.
