This is the free-text description field stored on a threshold policy object, the overall threshold policy container an admin attaches to hardware or a service profile, which in turn holds many individual threshold definitions. An admin can use this field to record a human-readable note about a particular threshold policy instance, since UCS Manager itself does not auto-populate it with diagnostic detail. For example, an admin documenting a threshold policy tied to a given hardware/service profile might fill this field in with a short note explaining its purpose, which then shows up wherever that instance is displayed.
