What is cucsStatsThr64ValuePolicyOwner?

This is the policyOwner property of a 64-bit threshold value object, the live runtime state of one 64-bit threshold as UCS Manager evaluates it against a cumulative counter, including how many times it has crossed up (escalating) or dropped back down (deescalating), indicating whether the object's policy is controlled locally or by a higher-level UCS Central/global policy resolution. An admin deciding whether they can safely edit a 64-bit threshold value's settings locally checks this field first, since a globally-owned policy will simply be overwritten on the next resolution cycle. For example, if policyOwner on a given 64-bit threshold value shows it is owned by a policy source outside the local domain, an admin knows to make the change there instead of on this instance directly.
