What is cucsPortPIoFsmCompletionTime?
This OID is the timestamp at which this port's I/O-configuration FSM finished running. An admin can use this to measure how long it took a port to complete its enable/configuration workflow, or to see the workflow hasn't finished yet if the field is unset. A completionTime that never populates for a newly-enabled port would tell an admin that port's configuration workflow is still stuck in progress.
