An admin cares about this timestamp because it shows exactly when that event happened, which is needed to correlate the Observed object's activity with other logs or alarms raised around the same time. For example, if a mount or observation task appears stuck, comparing the current time against this cucsObserveObservedFsmStamp value tells the admin how long it has actually been running or when it last changed.
