This OID reports the DateAndTime snapshot of when the current or last FSM state transition happened, recorded directly on a MountDef object — the saved definition of one NFS mount (which server and export path it points at and what it is used for) that UCS can mount. An admin uses this timestamp to see how fresh the object's FSM status is without joining to the separate Fsm class table, which matters when deciding whether a stuck-looking status is actually still active. For example, if this fsmStamp value is hours old while the fsmStatus field still claims work is "in progress," that mismatch tells the admin the MountDef workflow likely died silently.
