This field records the PCI bus enumeration order this specific vNIC or vHBA is given within its assigned vCon, which determines the device order the OS sees it in. This matters because many OSes and drivers assign network interface names, such as eth0 and eth1, based on PCI enumeration order, so an admin relying on a predictable NIC naming scheme cares about exactly this value for this one adapter. An order value of 1 places this vNIC first in PCI enumeration on its vCon, ahead of any vNIC assigned order 2.
