The operState is the actual operational state this FC zone has achieved on the fabric switch, using the CucsLsFcZoneState enumeration, which an admin compares against adminState to catch configuration that hasn't taken effect. A zone with adminState enabled but operState still showing not applied would tell an admin the zoning push to the switch hasn't completed or failed.
