For a suppression policy specifically, this matters because a policy owned centrally cannot be safely edited from local UCS Manager without it being overwritten on the next sync, which trips up admins who try to silence a noisy fault locally. For example, an admin who sets policyOwner and finds it reads 'policy' rather than 'local' learns they need to change the suppression rule in UCS Central, not in the domain they are logged into.
