What is cucsFaultPolicySoakInterval?

This is the time, in seconds, a fault condition must persist continuously before UCS Manager promotes it from a transient/soaking state to its full reported severity. This prevents momentary blips, a link that drops for half a second and immediately recovers, from generating full-severity faults and paging an admin unnecessarily, so an admin tuning alert noise adjusts this interval to control how much genuine persistence is required before something counts as a real problem. A soak interval of 30 seconds means a link-down condition has to persist for a full 30 seconds before it's promoted to a real fault, filtering out sub-second flickers that would otherwise generate noise.
