What is cucsExtpolSystemContextInterest?

This is a bitmask (CucsExtpolAppCapability) declaring which categories of UCS events or data a record describing one external application that has registered with this UCS domain's extpol registry has asked to receive. UCS Manager consults this field to decide what to forward to that external app — it's effectively the subscription list the external app declared when it registered, so an admin can tell from this alone whether that app should be seeing a given class of event at all. If the faultHandling bit is set here but a specific fault never reaches the external app, that's a sign the interest bitmask for that external app doesn't actually cover that fault category.
