What is cucsExtmgmtIfMonPolicyAdminState?
This shows whether the Interface Monitoring Policy is administratively enabled or disabled, i.e. whether Cisco UCS Manager is actively watching the fabric interconnect's management interface at all under this policy. Because this policy is what decides whether a downed mgmt0 link can trigger a cluster failover, an admin flips cucsExtmgmtIfMonPolicyAdminState to 'disabled' during planned maintenance on the mgmt network so a routine interface bounce doesn't force an unwanted failover. For example, adminState reads 'enabled' in normal production and gets set to 'disabled' for the duration of a scheduled switch upgrade on the management VLAN.
