This is the third of up to three configured IPv4 ARP-monitoring target addresses for this failure-detection setup. Having a third independent target further reduces the chance that monitoring this management path depends too heavily on any single device, which matters in environments where even two upstream devices might occasionally be down together for planned maintenance. With all three targets configured, only a genuine loss of connectivity to the management network as a whole -- not a single device outage -- would cause every target to stop responding and trigger failover.
