This is the second of up to three configured IPv4 ARP-monitoring target addresses for this management-network failure-detection setup. Configuring a second, independent target address alongside the first is what makes this reachability check resilient to a single target host going down for reasons unrelated to the actual management network path, since UCS can require multiple targets to fail before declaring the path down. If targetIp1 is unreachable due to routine maintenance on that one host but targetIp2 still responds, this second address prevents an unnecessary failover from being triggered by that unrelated maintenance.
