This is the first of up to three configured IPv4 addresses that UCS periodically ARPs to verify management-network reachability. This specific address should be a stable, always-up host on the management network (often the default gateway or a core switch), since choosing a flaky or intermittently-down device here would cause spurious management-interface failovers unrelated to any real UCS-side problem. Configuring this as the management-network's core switch address (e.g. 192.0.2.1) means an outage of just that switch, even if unrelated to the Fabric Interconnect itself, could trigger an unwanted failover.
