Pushing the policy out to the fabric happens as an ordered sequence of named steps, and this record is one of those steps — useful for telling whether a stuck rollout is stuck on the fabric-A push, the fabric-B push, or the final verify. A retry count sitting at 0 or 1 is normal; a stage stuck retrying 5 or more times against the same fabric interconnect is the signal that something on that fabric interconnect, not the QoS policy itself, is the actual problem.
