Deleting a QoS definition isn't instantaneous — UCS Manager has to unwind every reference to it on every fabric interconnect and adapter that used it, and this task object is what tracks that cleanup to completion. A value of 0 means the policy is defined locally at the object's own org; a higher number means it was inherited from a parent org several levels up, which matters when an admin is trying to find where a setting actually came from.
