This is the state machine's own estimate of how far through its multi-step workflow it currently is, expressed as a percentage. Deleting a QoS definition isn't instantaneous — UCS Manager has to unwind every reference to it on every fabric interconnect and adapter that used it, and this task object is what tracks that cleanup to completion. A stalled deployment would show a value stuck at something like 35 for an unusually long time, which is the signal an admin uses to notice a QoS policy rollout that isn't actually finishing.
