This is the timestamp of when this object's state machine reached a final (completed or failed) state. Because removing a QoS definition touches multiple fabric interconnects asynchronously, UCS Manager models the whole deletion as a state machine, and this object is the FSM's own top-level status record. For a QoS policy rollout that finished cleanly, this would hold the timestamp of that success; a field left at its zero/unset value is itself evidence that the workflow is still running.
