This is the free-text description an administrator can attach to this QoS policy object when creating or editing it in UCS Manager. Deleting a QoS definition isn't instantaneous — UCS Manager has to unwind every reference to it on every fabric interconnect and adapter that used it, and this task object is what tracks that cleanup to completion. A typical value would be a short admin note such as 'Guaranteed-bandwidth class for video conferencing traffic', left blank on policies nobody bothered to annotate.
