Description: Defines the total time in seconds that the resource was in either the failed or unreachable states. This counter keeps track of time in seconds on how much the resource stays in the failed and unreachable states.
The duration is accumulative from SNMP start time and will reset to zero when the snmp agent is restarted.

Tracks the cumulative total time, in seconds since SNMP agent start, that a resource has spent in the failed or unreachable states.
