Controls creating or deleting the row that maps a specific TCP Redirect Group to a specific network group. This is the actual link, as a table row, between a redirect group's name and a network group's name; without a row here in createAndGo state, having both a redirect group and a network group individually defined still leaves them unconnected, so the redirect never applies to that network's traffic. To make a 'login-portal' redirect group apply specifically to the 'ad-networks' network group, an admin adds a row joining the two and sets cssgTcpRedirNetworkGrpMapRowStat to createAndGo(4).
