This is the flag that determines whether a subscriber's upload traffic on this service is actually rate-limited to whatever policy is attached, versus being allowed to burst unrestricted; if false, any upstream bandwidth cap an operator thinks they've configured for that service simply isn't being enforced. A 'basic' tier service meant to cap subscriber uploads at 1 Mbps would show cssgServiceUpstreamQOSEnabled as true, whereas a premium unrestricted-tier service would show it as false.
